Annual Operating Budget

GHA is primarily funded through the U.S. Department of Housing & Urban Development's Public Housing Operating Subsidy, Mixed Finance HAP, Tenant Rents, Developer Fees, and other administrative fees through various funding programs. Operating Subsidy funding levels are based on Congressional Annual Appropriation levels; Tenant Rents are based upon 30% of reported resident income. Expenses are based upon actual and/or historically trended expenses.

Executive and Staff Compensation is based upon allowable limits with caps for five highest paid employees; this is reported to HUD on an annual basis for public disclosure.


Annual Capital Budget

GHA is funded on an annual basis for major improvements on each public housing site. Capital improvements are funded through the U.S. Department of Housing & Urban Development's condition of community. Capital Fund usage is based upon GHA's Five Year Plan's Capital Needs. Funding levels do not meet current Capital Needs.


Annual Audit

GHA contracts Annual Auditing Services in accordance with HUD requirements. Auditors review all financial reporting and disclosure performance; program compliance; internal controls; Federal Funding Regulatory Compliance an agency procurement. Auditor reports finding to GHA Board of Commissioners and HUD. Finding and/or misrepresentations are reported and monitored for correction.

ACOP 2018

The Admissions and Continued Occupancy Policy governs how GHA will operate it’s agency regarding fair housing, reasonable accommodations, admissions, and occupancy. Revising an ACOP requires approval of the Board of Commissioners and may require an amendment to the PHA Plan.
